आज के समय में पढ़ाई के लिए कॉलेज या यूनिवर्सिटी के कैंपस में जाकर नियमित कक्षाएं करना ही एकमात्र विकल्प नहीं है। Working professionals, नौकरी की तैयारी कर रहे विद्यार्थियों, गृहिणियों और उन छात्रों के लिए जो किसी कारण से regular college नहीं जा सकते, Online Education और Open & Distance Learning (ODL) एक सुविधाजनक विकल्प बन चुके हैं।
लेकिन Distance या Online course में admission लेते समय सबसे महत्वपूर्ण सवाल होता है—क्या यह University और programme UGC-DEB से recognized है?
यहीं पर UGC-DEB यानी University Grants Commission – Distance Education Bureau की भूमिका महत्वपूर्ण हो जाती है। DEB, UGC के अंतर्गत distance और online education से जुड़े programmes की recognition और regulatory framework को लागू करने वाली व्यवस्था है।
इस लेख में हम जानेंगे कि UGC-DEB क्या है, इसका महत्व क्या है, admission लेने से पहले recognition कैसे check करें और 2026 में लागू महत्वपूर्ण नियमों के बारे में छात्रों को किन बातों का ध्यान रखना चाहिए।
UGC-DEB क्या है?
UGC-DEB का पूरा नाम University Grants Commission – Distance Education Bureau है। इसका उद्देश्य भारत में Open and Distance Learning (ODL) तथा Online Learning के लिए निर्धारित academic और regulatory standards को लागू करना और Higher Educational Institutions (HEIs) के programmes की recognition से संबंधित व्यवस्था को देखना है।
UGC ने University Grants Commission (Open and Distance Learning Programmes and Online Programmes) Regulations, 2020 को 4 September 2020 को notify किया था। इसके बाद इन regulations में 2021, 2022 और 2024 में amendments किए गए हैं।
इसलिए किसी university का केवल UGC से recognized होना पर्याप्त मान लेना सही नहीं है। Student को यह भी देखना चाहिए कि जिस academic session में वह admission ले रहा है, उस session के लिए संबंधित HEI और programme को ODL या Online mode में recognition/entitlement प्राप्त है या नहीं।
UGC-DEB Recognition क्यों जरूरी है?
Distance या Online degree में admission लेने से पहले recognition check करना इसलिए जरूरी है क्योंकि हर university या हर programme automatically ODL/Online mode में programme चलाने के लिए authorized नहीं होता।
UGC-DEB के अनुसार students को admission से पहले संबंधित session के लिए HEI की recognition status check करनी चाहिए। पिछले academic year में recognition होना अगले session की recognition की guarantee नहीं है।
इसका मतलब है कि यदि किसी university को 2025-26 में किसी programme को Online mode में offer करने की अनुमति थी, तो student को 2026-27 के admission के लिए फिर से current recognition status verify करना चाहिए।
Online और Distance Education में UGC-DEB का क्या Role है?
UGC-DEB का मुख्य उद्देश्य यह सुनिश्चित करना है कि recognized institutions निर्धारित regulatory requirements के अनुसार ODL और Online programmes संचालित करें।
UGC-DEB portal पर students के लिए recognised HEIs, programmes और अन्य महत्वपूर्ण information उपलब्ध कराई जाती है। Portal पर ODL और Online Learning के लिए अलग-अलग recognition information भी दी जाती है।
इसके अलावा UGC-DEB regulations के तहत कुछ programmes को ODL और/or Online mode में offer करने की अनुमति नहीं है।
इसलिए किसी programme का regular mode में उपलब्ध होना यह साबित नहीं करता कि वही programme Online या Distance mode में भी permitted है।
कौन-कौन से Programmes Distance/Online Mode में Prohibited हैं?
UGC-DEB की current FAQ information के अनुसार कुछ disciplines को ODL और Online mode में offer करना prohibited है।
इनमें Engineering, Medical, Physiotherapy, Occupational Therapy और अन्य Para-Medical disciplines, Pharmacy, Nursing, Dental, Architecture, Law, Agriculture, Horticulture, Hotel Management, Catering Technology, Culinary Sciences, Aircraft Maintenance, Visual Arts और Sports जैसे programmes शामिल हैं।
इसलिए admission लेने से पहले केवल university का नाम देखना पर्याप्त नहीं है। University + Programme + Mode + Academic Session, इन सभी को verify करना जरूरी है।
DEB-ID क्या है?
Online और Open & Distance Learning में admission लेने वाले students के लिए DEB-ID भी महत्वपूर्ण है।
UGC-DEB के अनुसार ODL/Online programme में admission लेने के इच्छुक learner को DEB-ID create करना mandatory है। DEB-ID का उद्देश्य यह सुनिश्चित करना है कि learner UGC द्वारा recognized HEI के approved ODL/Online programme में admission ले रहा है।
DEB-ID बनाने के लिए student को पहले ABC-ID (Academic Bank of Credits ID) की आवश्यकता होती है। UGC-DEB के अनुसार ABC-ID DigiLocker के माध्यम से बनाया जा सकता है और उसके बाद ABC-ID का उपयोग करके DEB portal पर DEB-ID बनाया जा सकता है।
UGC-DEB portal पर उपलब्ध current information के अनुसार August 2026 session के ODL/Online programmes में learners को admit करने की अंतिम तारीख 15 September 2026 दी गई है।
इसलिए 2026-27 में admission लेने वाले students को DEB-ID से संबंधित requirement को नजरअंदाज नहीं करना चाहिए।
Admission लेने से पहले UGC-DEB Recognition कैसे Check करें?
Student के लिए सबसे जरूरी practical step है—admission से पहले official UGC-DEB portal पर verification करना।
Step 1: University का नाम Check करें
सबसे पहले देखें कि जिस Higher Educational Institution में admission लेना चाहते हैं, वह UGC-DEB portal पर recognized/entitled HEI के रूप में listed है या नहीं।
Step 2: Programme Check करें
University recognized होने के बाद यह देखें कि आपका specific programme भी संबंधित mode में recognized है या नहीं।
उदाहरण के लिए, केवल यह देखकर admission न लें कि “XYZ University is UGC recognized.” आपको यह verify करना चाहिए कि XYZ University को आपके चुने हुए BBA, MBA, BCA, MCA, BA, MA आदि programme को Online या ODL mode में offer करने की अनुमति है या नहीं।
Step 3: Academic Session Check करें
Recognition हमेशा relevant academic session के संदर्भ में check करें।
UGC-DEB स्पष्ट रूप से बताता है कि previous year की recognition अगले session की recognition नहीं मानी जा सकती।
Step 4: Prohibited Programme List देखें
यह भी check करें कि आपका course उन programmes में शामिल तो नहीं है जिन्हें ODL/Online mode में offer करना prohibited है।
Step 5: University की Official Website भी Check करें
UGC-DEB students को HEI की website पर programme और admission details check करने की सलाह देता है।
हालांकि final verification के लिए official UGC-DEB information को प्राथमिकता देना बेहतर है।
क्या Distance और Regular Degree बराबर मानी जाती है?
UGC-DEB portal पर equivalence of education degree acquired through ODL and conventional mode से संबंधित information उपलब्ध है।
हालांकि इसका practical मतलब यह नहीं है कि हर course हर situation में automatically acceptable होगा। Professional या regulated fields में संबंधित regulatory body के अलग requirements हो सकते हैं।
इसलिए यदि student किसी specific profession, government recruitment, higher studies या professional licence के लिए degree का उपयोग करना चाहता है, तो उसे उस purpose से जुड़े eligibility rules भी check करने चाहिए।
क्या एक बार Recognition मिल जाने के बाद Degree हमेशा Valid रहती है?
यह एक common misconception है।
UGC-DEB की official FAQ में साफ लिखा है कि अगर आपने किसी ODL/Online programme में उस समय admission लिया था जब वह programme recognized था, तो बाद में university को आगे के वर्षों के लिए recognition न मिले, तब भी आपका वह admission course पूरा होने तक recognized रह सकता है—लेकिन UGC की लागू conditions और regulations का पालन होना जरूरी है।
उदाहरण से समझिए
मान लीजिए ABC University का B.Com ODL programme UGC-DEB द्वारा 2026-27 सत्र के लिए मान्य/मान्यता प्राप्त है।
आपने 2026-27 में B.Com में admission लिया, जब उस programme की recognition लागू थी।
अब मान लीजिए कि अगले वर्ष, यानी 2027-28 में ABC University को उस programme के लिए आगे की recognition नहीं मिलती।
इस स्थिति में केवल इसलिए कि 2027-28 में नई recognition नहीं मिली, आपका 2026-27 में लिया गया admission अपने-आप अमान्य नहीं हो जाता।
यदि आपका admission उस समय लागू recognition के दौरान हुआ था और UGC-DEB की सभी निर्धारित शर्तें पूरी होती हैं, तो आपका admission course पूरा होने तक मान्य/recognized रह सकता है।
Students के लिए UGC-DEB क्यों महत्वपूर्ण है?
UGC-DEB students को Online और Distance Education चुनते समय बेहतर informed decision लेने में मदद करता है।
इसके प्रमुख फायदे हैं:
- Recognized HEI और programmes की जानकारी मिलती है।
- Student prohibited programmes की जानकारी check कर सकता है।
- Academic session के अनुसार recognition verify की जा सकती है।
- DEB-ID के माध्यम से admission process में additional verification mechanism मिलता है।
- Students को unauthorized institutions या misleading admission claims से बचने में मदद मिलती है।
- Distance और Online education के regulatory framework को समझना आसान होता है।
निष्कर्ष
Online और Distance Education ने higher education को पहले की तुलना में अधिक flexible और accessible बनाया है। लेकिन flexibility के साथ सही institution और सही programme चुनने की जिम्मेदारी भी student की होती है।
UGC-DEB recognition किसी भी Online या Distance Education programme में admission लेने से पहले सबसे महत्वपूर्ण checks में से एक है। केवल university का नाम, advertisement, counsellor की बात या “UGC approved” जैसे सामान्य दावे देखकर admission नहीं लेना चाहिए।
2026-27 में Online या Distance Education में admission लेने वाले students के लिए यही सबसे महत्वपूर्ण बात है—पहले recognition verify करें, फिर admission लें।
